Interesting, first time I have heard about water pump bolts being loose. I have had no problem with them over my 8 years of flying with a rotary. Perhaps its because they are flying backwards? (Joke, couldn't help it).
While this could certainly result in a serious condition - I guess its of some comfort to know you can loose all three short bolts and not have a catastrophic coolant failure.

The same (or similar) happened to Buly, so that's enough of a trend for me. I used blue locktight this time just for expediancy, but I'll be watching these bolts carefully and will wire tie them if they move again.
