I agree that flow can be balanced, however you would have to be able to measure the flow in order to do that, and most installations do not have that capability. Just assuming that they are balanced is frought with the peril that they might not be due to irregularities that are not obvious.

Assuming each core is doing its job, wouldn't measuing the temperature of the oil exiting the core be a good measure? Low flow would equal low temp.
