Tracy mentioned that there was a special tool that had to be used to cut the
bands off without damaging the hose.  Tracy has a layer of silicon tape
under the band as a sacrificial spacer so he can use special tool (knife) to
cut the bands off.

Wow! That's clean.  No sharp strap edges to get cut on.

I assume that it is a displosable mechanism?  You have to cut it off
(and have a replacement) for any repairs.
