We would need to establish a level of credibility for the group. I would propose the same solution as Ehkerr. The EAA has the established credibility with the FAA and NTSB, so as previously suggested, we should do it under the auspices of the EAA Technical Advisor program. If we put together a group of qualified people and were sanctioned under the EAA TA program, we could then assist the FAA/NTSB in their investigations. There are no other "interested parties" in the experimental world as there are in the certificated world, such as the engine manufacture, pilots union, airframe manufacturer or operating company.
