I'd think that a formal
organization might need to be in existence for an insurance company to take
it seriously.
Agreed. The "organization" would need some credibility.
Unfortunately a free doesn't usually carry
credibility.
I'd suggest this could be a fee based service of
RWS.
As for Lamar "investigating" the accident. Don't get me
started.
