Buly, the vent blockage would make scense if the two pumps were on different tanks, but if on the same tank both pumps should show the same symptoms, sounds more like a suction side blockage or a pump.
 (an other 2 cents worth)

John, it sounds like you have a partial blockage somewhere. Either on the intake or or the output side, since  the pressure comes up after leaving it OFF for a while. Some people had simmilar simptoms with blocked vent line. The pump will build up vacuum to the point that it can not be overcome. After shutting the pump for a while, the pressure equalizes and the pump is able to work normal again.
