Either on the intake or or the output side, since the pressure comes up after leaving it OFF for a while. Some people had simmilar simptoms with blocked vent line. The pump will build up vacuum to the point that it can not be overcome. After shutting the pump for a while, the pressure equalizes and the pump is able to work normal again. Buly
