Its not that one is taken in more air its that the rotary has less time and smaller displacement pump so must take in the air at a higher velocity
One more thing I needed to kick in. Left out of the previous post. We can also use a larger diameter intake at a lower velocity. This again assumes similar inlet efficiencies.

One thing further to confuse them - a larger diameter intake ( both PP and Side ports) = larger overlap and a higher probability of adverse back pressure and therefore a poorer idle, and VE which isn't helped with a lower velocity.
