I had the same problem with a hangar in Hawaii.  They wanted full
liability insurance even while I was just building the airframe.
However, the on the application they only requested the policy number
and company.  They didn't require a copy of the policy.  Seemed to me
they wouldn't know the difference in coverage unless they requested a
copy of the policy...  Not that I'm suggesting anything.
