        Since you haven't actually started to build anything, this would meet all your criterion. Put in a pair of rotaries and you have your efficient, safe, and inexpensive homebuilt. Plans are always kicking around for Rutan designs. Sniff around a bit and you will be able to buy a set. Much more sensible than trying to dream up some "safe" way to split the cooling jackets in a single engine.

Nothing of that sort is in my budget.  (nor exists that I know of) :-)

        I guess you are all set now. No excuses. Get a set of Defiant plans and start cleaning out your garage. :^)
