    I had a similar concave appearance in my elevator halves (not the
horizontal stab portion) and did a minor amount of filling to even it out.
I did not attempt to eliminate it entirely.  My mass balancing worked out
fine.  Frankly, I think the appearance is okay.  I notice it, you will as
well but most people won't know it.  After 155 hours flying, at all weights
and up to Vne I have had no problems (tail's still there).  My suspicion is
that the boundary layer is no where near being attached back there so it
does not make a heck of a lot of difference.  Maybe there is some extra
turbulence...drag, but I doubt it makes any difference.
