Angier, regarding note about the possibility of inducing flutter as a result
of adding weight to the elevator is true if you don't do anything about it.
However, as long as the finished, painted elevator is 100% counterbalanced,
you shouldn't have a problem. I'm guessing that everyone's elevators weigh
something different (differences in construction and finishing techniques)
and is the reason there's no fixed amount of counterweight specified. The
trick is to install more weight than necessary with the elevator in the
green state and drill out any excess, after it's completely finished, to
attain the required balance.

Unless the aero gurus out there can say otherwise, it seems to me that a
fully counterbalanced, slightly heavy elevator, will have no more tendency
to flutter than any other.
