Scott,
You will need to buy a brake rivet tool.  It is not very expensive and is
the only way to properly upset these brass rivets.  The set screws down to
deform the rivet and it has a lip around the circumference and a raised
"dot" in the center.  It mounts in a vise.  Included is a second tip which
will push out the old rivet.  There is even a nice hard cardboard box to
store it in.
The Rapco part number is RA-825.  My price tag says $24.95.  I bought it
about ten years ago.
Don't try any other method of upsetting brake rivets as you may crack an
expensive pad.
Be sure your backing plates are clean and flat.  You may find the area
around the rivet holes pushed up and that will hold the pad away from the
plate and lead to cracking the pad.  Hand file this off and check the hole
size.
Good luck,

ps: I see A/C Spruce sells a cheaper tool for $16.95.  Go for the Rapco.
Try San Val Discount in Van Nuys, ph. 800.924.9658 or 818.786.8274.
