In Florida, I got a similar letter from the state while I was still in the
building process, and I called them to discuss the matter.  They said, in
essence, "Look, you can pay the tax on the amount you paid for the kit now,
or pay the tax on the value of the aircraft when you are done, your
choice...."  Reading between the lines, it may behoove you to pony up on
that $80k kit NOW, and be done with it, before you have a 300k+ aircraft on
your hands....
