Get an amateur radio operator license and then join one of the many amateur
radio clubs with autopatch repeaters in strategic locations. The autopatch
is a link to the telephone system. Most of them use the 2 meter band
(140MHz - VHF line of site). It would be easy to pick up the repeater
for hundreds of miles due to your altitude.
The great thing about this is that it is free once you buy the radio equipment.
You may have to pay dues to the club that you join to have use of their
repeater/autopatch.
This would be for personal use only, however. The FCC doesn't allow
commercial operations on the Hamm bands. If you wanted to conduct business,
you would need to get your own repeater/autopatch and business frequency
license from the FCC.
