My opinion is to do it as early as possible after the bulkheads are in
place– by all means before closing the left side of the vertical stab and
prior to attaching the upper fuselage.

If you haven’t already purchased them, I have S-tec servo’s for sale –
unused – price negotiable - see website “IVP parts for Sale” at website
below.
