Brent is right on regarding the cost of "certification", so called.
I can attest to the fact that, based on working on the B-1 program (system
engineeering group) from proposal through 11 years after the production was
finished, that getting a widget or a system sucessfully through
Safety-of-Flight qualification testing (Pre-qualification only, not Formal
qualification, which is much closer to FAA certification) was where the big
bucks were spent.
On the B-1, our contract called for Pre-qual (sometimes referred to as "Man
Rating") rather than Formal-qual for every new system (and most of them were
new or aircraft specific) because even the government didn't want to spend
that much money!
