They said that reaming was the best option. I suggested that I insert as many bolts a possible and then ream the next hole until the bolt fit (after removing the bracket). Then ream the next one and on until all were in their respective holes. This meant a lot of installs and removals, but I figured it would keep the confusion down about which way to ream which hole. They also said that I should try to fill the slop in the holes with flox if possible. The only way I can see to do this is on the final install, insert the bolts, fill the holes with flox using a Popsicle stick, apply the nut and torque. I'm new to the list. So I don't know how the factory handles this type of "I said, you said". With that said...Mark, if this is not correct, you won't hurt my feelings or my project by correcting it here.
