I would sand and leave a thin layer. Then spray a very thin layer layer = of conductive filler (ESD filler). Diamond uses this stuff on his fleed = to avoid static problems. No problem for internal antennas. Then sand with 400 minimum and spray = paint. This is was I did on my plane.
