Good point! You could have a fuel slosh door stuck shut by Hysol.  If the
tank is empty, I can not hear the slosh doors banging, but with fuel in the
tank, I can hear them if I shake the plane.

Sounds like you have some inaccessible bays in your wing or wings.  Could be
you have more fuel in the wing but some can't get out or a bay could be
plugged totally and only have air.  Either way it's not good. Likely happens
from too much Hysol at wing closure.  Can you get a scope to check the ports
inside the wing?  Would be good to have access to a fuel bouser to pump fuel
into and later pump it back in 5 gallons at a time to re calibrate once you
get things figured out and ports cleaned out if needed.
