I'll take a shot: 91.417(d) says you need a 337 if you added fuel tanks "pursuant to part 43", which you would do for a production plane. But since part 43 doesn't apply to experimentals -- see 43.1(b)(1)-- any fuel tanks you add would be pursuant to your operating limitations, which most likely don't mention Form 337.
