Steve, ebay has a few cheap Pulselites, I may pick one up.  Do you warm the HID first then pulse?   My lamps kick on immediately but they take 5 seconds to really come up to temperature and full brightness.  I don't think pulsing immediately will fire the HID although these ballasts allow refire so it might work.
