I certainly may be wrong, but from the picture, I believe that you’ve got the weights mounted backwards.  I think that if you rotated ‘em 180 degrees around the longitudinal axis so that the indented part mounted on the aileron and the thick part stuck out you might be able to get more travel as well as having the thick (heavier) part of the lead further from the hinge line making the counter weight more effective. 
 
I don’t have my manuals or build log with me so be sure to get a second opinion before making any changes.
 
I’ve been here so long that I think I could apply for Chilean citizenship. I know where the city hall is and I might check with ‘em tomorrow about that. Tonight I ate at the same local restaurant for the third night in a row. Now that I’m a “regular” the waiter shakes my hand and I exchange pleasantries with him in bad Spanish. Took a boat trip today and saw an Orca as well as penguins and a herd of sea lions. I’d rather be underway but today was a pretty good “waiting” day. Still hoping to be southbound on Saturday.
