If the other elevator checks ok, then the builder probably installed wires from the control surfaces to the fuselage. Check to see if there is a faulty connection between the elevator and the fuse.

Re-order the kit and a lot of sandpaper.
 
Otherwise, ck the carbon footprint.
 
If most of them are "bonded", consider how you might bond that lone
ranger........
