they only track IFR traffic.....

Not correct.  Many times ATC will log a VFR flight into the system and then FlightAware will show the flight.  All IFR flights are obviously logged and “some” VFR flights are logged.  I “assume” VFR flights are at the discretion of the ATC controller as I have seen identical trips on different days go both ways.
