I used foam covered with one bid of glass. I think this was lighter than filler. Super Fill is a very light filler as well for fine work. You will have more elevator authority after your fix. The leading edge of the elevaters should be flush with the horizontal skin, so the airflow stays laminar when it goes over the gap. Same with ailerons: keep the skins flush or thicker.
