Stan,
My Elevators are bowed concave in my 360. Upper side more, lower side less. (about 5mm)
Flying since 70 hours now but never felt a difference.
I did not want to spread much filler on the skin, as you add a lot of needless weight.
You also have to add a lot of counterbalance weights....  So save weight where you can!!
The leading edge of the elevaters should be flush with the horizontal skin, so the airflow stays laminar when it 
goes over the gap.
Same with ailerons: keep the skins flush or thicker.
I think the Legacy horizontal are the same as the 360 MKII

   Do I need to fill in the concave shape to create a straight Elevator surface or just prime and sand what I have?
