That’s in the middle of the Tonopah test range; I doubt very seriously the gov’t has any intent to nuke its most secure military aviation test area.
More likely it is testing some form of signal denial technology (a device/system designed to render GPS unavailable).

Look at the location of the outage. The epicenter.
I wonder if setting off a nuclear weapon interferes somehow with GPS reception.
