It is triggered by a micro switch that is supposed to switch the AOA from one program to the other. One my ES I had it set up to change at ~ 10 deg flaps. I don't remember if the switch was normally opened or closed. On the AOA you should see the "Donut" illuminate when the flaps are extended. On mine the voice only occurred once when the flaps were lowered. I would check the micro switch and wiring to make sure it isn't triggering multiple times when the flaps are down, and that there isn't an intermittent short or open in the wiring.
