Those are AN4 bolts and there is plenty of room in the 360 fork for them to point down.
The two keeper plates replace the tire strap if the strut has the self centering feature installed.

Subject: [LML] LNC2 nose gear
I've started putting my nose wheel together on my 360 MKII and I'm
questioning something in the construction manual... (naturally)
In figure 5-25, they show some kind of bolts going down from the strut into
the nose wheel fork. These are the only items that are not labeled in the
figure. What are they supposed to be? My best guess would be to use some
kind of AN4 bolts that go up, to avoid rubbing on the tire, but I'm just
confused by the figure. Can anyone shed any light? Placing upward-facing
bolts just seems wrong, but I can't figure out what else would go
there.
Also, I noticed that my nose strut came with 2 "keeper plates." The best I
can tell, these go in the place of the tire strap to keep the axle plugs
from rotating? Am I right?
