I have a fused (protecting the small wire from high current) indicator light off the starter side of the starter relay to indicate a hung relay.  Note that the problem should only show up a engine start time so that the engine can be immediately shut down and the problem corrected.  I have no idea if the starter would generate a voltage capable of lighting the indicator if the starter itself was jammed but the relay was not engaged. 
 
No, I am not going to experiment with this idea on my little Lycoming.  I'm so lucky that the Continental engine adapters (starter and alternator) went away with the Skymaster when it was sold - remember, two engines = twice the trouble.

so if your starter adapter does lock up and the engine turns the starter,   does that cause an electrical hazard?  In theory your starter relay opened so the starter can't drive current anywhere, right?
