 If this story is true....

How in the world can Joe be called the manufacturer (that is actually
kind of scary), and MORE importantly, how in the world is Joe supposed
to prevent pilots with little or no time in their airplanes from flying
 them?

I think the FAA should leave it to insurance companies to do this kind
of scrutiny.  Obviously they are insuring guys who are high risks.  I
heard of one requiring 1000 hours in a Legacy before they will look at
him.  My insurance broker was delighted to hear that my instructor is
going to require that I solo for 100 hours, in day VFR conditions before
taking passengers or flying IFR (I still have to have the rating before
 they will insure me).

I also spent 300 hours flying a retract turbo charged aircraft before I
even bought my kit.  It has taught me a lot and has helped me prepare
(even if in a small way) for my Legacy.  It would be great if folks
would learn that they are the one responsible for their education and
then spend the money and the time doing it.  But they don't

These are the kinds of solutions we need.  Since some pilots are
incapable of sticking to their own minimums, the only ones on the planet
that have any hope of enforcing minimums are the ones that approve and
set the price of the premiums (since money is apparently of more value
 than life for some people).

The FAA should leave Joe and Lancair out of it, they aren't the problem,
 we are.
