In Australia it seems to be accepted as good practise to electrically bond
all the metal bits especially in the fuel tank area, though I can't say that
I have heard a good justification for it. To this end we attached some
tinned braid to an eyelet by soldering and used a small stainless steel bolt
through the top of the wing and the edge of the filler to fix the eyelet on
the inside of the wing. The countersunk bolt head to be covered in the
finishing of the wing. We also used a friction washer to assure good metal
to metal contact. In our case the bolt was also used to attach, a small
piece of stainless steel, protruding through the wing to clip the earth
clamp from the fuel nozzle to. All this was then glassed in during the
fitting of the fuel filler. The braid was then attached to the end of the
vent tube by split the aluminium tube and putting a small bolt into the flat
piece we formed. Next the braid was then run to and fixed to the plate
where the fuel line exits, using a couple of loops of glass to hold it in
position.
