I don't think this would be a good idea.  If you're simply replacing a 24V battery with two series connected 12V batteries then your charging system is still set up for a single 24V battery.  This system assumes the same amount of charging current flows through all battery cells.  By connecting a 12V device to one of the batteries it will receive less charging current than the other battery as some current will be diverted to the connected device.  The result will be uneven charging and premature failure of one of the batteries.
