questions I would have:
1) is static side correct? could it be
seeing higher than ambient pressure (via a leak through some plumbing) causing
the gauge to see a lower differential.
2) is there a leak which is only activated when the
plane is moving?
If I were debugging I would:
a) block off everything on the pitot side except
the a/s indicator itself (aoa, gear lockout etc.)
b) temp attach static side of indicator to cabin
and don't pressurize
c) try a different indicator
