FL290 would certainly be reasonable if your were guaranteed the reports were accurate, or that temps up there were low enough to preclude icing. I was "burned" by FSS once leaving OSH in 98--tops reported to be at FL180, but when I got up there was still in the soup even up to FL210, when I developed intake icing which started to drop my manifold pressure. The magnetic automatic bypass opened up as advertised, but at the time wished I had installed a manual "pull"valve to make sure. I had a flight very similar to yours in 1998 when leaving San Francisco enroute to Santa Fe--tops at FL240 all the way with deteriorating conditions and icing near Santa Fe as I approached. Cruising at FL250, I asked Center for the nearest VFR conditions, powered back, and landed in Amarillo, TX. Douglas W.
