I had the same problem in Los Angeles. I think writing to explain their
error only irritates them. In answer to my letter, they replied asking for
information which would take about a year's work to produce. After that, I
ignored the bills and they went away after awhile.

Got a better one. My plane was in CA for a week's repair work and some
tax snoop saw it. I got a bill from the state for some kind of property
tax. I suggested that they shove it but they just keep sending bills.
Strange since I do not live and my company is not located in CA.
