It's been a few years, pre 9/11, but I used to get a "bay tour" clearance out of SJC through the Class B, up HWY 101 right over SFO, over the Golden Gate, around Alcatraz, down the East side of the bay.  We also used to fly low up the coast, below the Class B.  I did air-to-air photo shoots for Mooney with the bridge and the SF skyline in the background without any hassles from ATC.  Things might have changed, not sure.
