Seems you are right, they are tightening warbird restrictions.

The Federal Aviation Administrations policy prohibits the brokerage of experimental aircraft. The following excerpt was taken from FAA Order 8130.2F, Paragraph 157:  "Section 21.191(d) was not intended to allow for the brokering or marketing of experimental aircraft. This includes individuals who…import…and then apply for and receive experimental exhibition airworthiness certificates so they can sell the aircraft to buyers…Certificating offices must ensure that all applications for exhibition airworthiness certificates are for the purposes specified under § 21.191(d), and are from the registered owners who will exhibit the aircraft for those purposes…"

  This is a critical issue, indeed.  It is aimed primarily at jet  warbirds
out
of the Van Nuys FDSO, but has the potential to effect us  all.  If you think
that you can sit back and watch, think again.  The  Long Beach FSDO has very
effectively removed jet warbirds from all of  it's airports and makes it nasty
for any experimental (exhibition  category, particularly) to base at one of
it's airports.
  
  Support the EAA and AOPA....AND write your political leaders to bring  this
to their attention...now is NOT the time to put our collective  heads in the
sand.
