I've had the problem off and on, for years. When the plane has been sitting - for a few hours or even weeks - I = always look for the hyd pump to run for 1 to 2 seconds when the master = goes on. if it doesn't, I'll crack the dump valve looking for the pump = to run and make downpressure on the gear. Overcenter locks are great but I don't feel comfortable taxiing without = downpressure. Like your case, If I can't get the pump to run on the ground, the gear = may not retract in flight either. I bleed my system under the pilot's seat and keep a rag there to catch = the drip. It's always been the fix. I wonder if one of the pressure switches is out of adjustment - maybe in = concert with temp changes or other system leaks.
