"Cycling" the dump valve makes NO difference.  The pump will not turn on.
Note that cycling the dump valve also has NO impact on the pressure that the
gauge is reading.

The ONLY thing that I have found to make a difference is cracking a
hydraulic line at the sequencing valve.  This bleeds some fluid (pressure?)
and has ALWAYS solved the problem.
