The pump will not turn on. Note that cycling the dump valve also has NO impact on the pressure that the gauge is reading. The ONLY thing that I have found to make a difference is cracking a hydraulic line at the sequencing valve. This bleeds some fluid (pressure?) and has ALWAYS solved the problem.
