 What happens when you are in this state and you open the dump valve?   The
 pump should start.  In fact, in any state, opening the valve should start
 the pump.
 Years ago, I experienced a few times when the pump would not go on to lower
 the gear in flight.  Opening the dump valve briefly always worked.
