The one most commonly used is MS Paint, which is an included component of the Windows OS. It is, however, quite limited in function and doesn't include many of the abilities of the higher end graphics programs. Naturally, the more complex the program the more you can plan on spending for it. Two programs that I would recommend for consideration are Adobe Illustrator and Corel Draw, both of which have the ability to deal very well with curves and can use any bitmap or jpg image as the basis for your drawing. I'm sure there are other programs out there with similar abilities, but these are probably the most commonly used due to their high graphics horsepower.
