Normally, the NC contacts on the flap relays short the motor when power is removed. This causes the motor to stop rotating very quickly, and without this shorting you will see the "coasting" you described. I would look for a broken wire first, then try a different relay. I once had a failure of the flaps to go up, though they would go down. When I started troubleshooting, they started working again. I replaced the up-limit reed switch when I got home and have never had another problem.
