When reality and common sense doesn't support your position, start quoting regs:

Gee, the Navy has a reg prohibiting flat-hatting.  It also has regs prohibiting rolling in on golf courses but anyone that went thru Beeville in the late 60's did that on his first solo.  Jeff, if you went arount preaching that stuff when you were in your squadron, you must have been a real popular guy.

As far as the FAA regs are concerned, I have flown both low passes and overhead breaks at civilian airports and have never violated any of the rules you quoted.
