Matt,
One sure way to get your problem, particularly following an overhaul, is the
rebuilder mistakenly installing standard chrome rings in chromed cylinders.
While rare, it's been known to happen - even by reputable shops. If this is
the case with your engine, it'll never break in and oil consumption will
rarely, if ever, stabilize.
Chrome(d) rings are the standard for a nitrided steel barrel (Lycoming - and
probably Cont. as well) but they're definitely not to be used in a chromed
cylinder. Chromed cylinders must use a non-chrome iron (cast iron or maybe
steel) ring.
