There's also a school of thought that beauracratic agencies, who are often
overworked and underbudgeted (at least in their own minds), will do
everything possible to minimize their workload. That would support the
notion that the FAA is trying to kill homebuilts - it takes resources away
from other beauracratic efforts...
The second-hand story about Deltahawk may be extrapolated to other areas
(the FAA gave me a mighty large test flight area too), but I've had more
than a few headaches in my professional involvement with the FAA beauracracy
NOT doing their mandated jobs than I've had positive examples of their
willingness to increase their workload.
