That would support the notion that the FAA is trying to kill homebuilts - it takes resources away from other beauracratic efforts... The second-hand story about Deltahawk may be extrapolated to other areas (the FAA gave me a mighty large test flight area too), but I've had more than a few headaches in my professional involvement with the FAA beauracracy NOT doing their mandated jobs than I've had positive examples of their willingness to increase their workload.
