Please read the complete memorandum as I failed to have it scanned
properly on the first post.
The only conclusion that I can come to is that none of the kit companies
will qualify and none of us builders would qualify. Read only the
highlighted areas which are the changes and decide for yourself.
Paragraph 146 4 c. (1) eliminates all kit companies. Paragraph 147
a.(3) removes all builder assist programs. Paragraph 146 4 c. Note 2
eliminates the current scoring system by adding a 3rd column, which will
make ALL kit builders come in less that 51%. NONE OF US QUALIFY.
Remember that all the qualified kits are assessed to be less than 50%.
The FAA stance appears to be that this is 49% so the builder has to do
everything else to be eligible for the 51%. Everything else must be
completed without builder assist, completion centers, factory shops, or
whatever assistance that you pay for makes you not reach the 51%. In
my case as measured against the FFA form 8000-38, I have clearly
performed 62% of the tasks and have all appropriate documentation. All
of this is in jeopardy.
And this system is being invoked now without due process!!
